problems with hid's

i just installed a mcculloch kit this morning

but when i switch on the headlights they do not turn on.. but when i switch it to high beam they turn on.

my hid kit does not have the high beam function on it.. so that might be the reason?

anyway to cut wires and crap to make this work normaly?
