p0141 no voltage to heater wires

I have the p0141 code. Bought new sensor (bank2 sensor 1 (third last one), but the problem seems to be not the sensor heater, as the resistance between 2 black wires is around 15 ohm and within limits. I checked the female connector and get 0 volts between black wires (so no power comes to the heate rwires), and 14,5 between black top and white wire and 8.5 volts between Black-blue wires. Does anyone have schematics or any ideas what the problem is?.
