Have problem with twin pipe

I want to do twin pipe like this.



But they say it has to remove steel bar from original position(yellow) to new position(green).



I don't want to move the steel bar because of safety. Can I?

The second one looks like the Amuse bar with half of it cut off.. Which you can get from japanparts.com for 27,000JPY.
