Sheared Seat Bolt

So whilst hoovering the 2 ready for Ding Day, I discovered the drivers rear left quarter sea bolt had sheared.
As she was heading to the garage anyway, I asked them to take a peak.
It seems someone had spot welded a plate on the outside, which the seat bolt went throught (kinda makes sense for added strength), but had then welded the nut directly onto that plate, and on the inside, attempted to weld the head of the bolt to the seat rail (hidden under a little plastic cap)...
The garage gave me the bits of bolt they cut off...
The bit with the washer on is the nut from outside, the blob of weld on the left is all that remained of the bolt head from the inside.
