Misfire codes don't have to be down to the coil (or spark plug). Stuck/blocked injectors can trigger the same code.

Your unplug test is only conclusive if you know for a fact that all coil packs and plugs are working OK..... which you don't. Weather damage points towards spark rather than fuelling. but work through the following until you get your answer......

1 Is it idling OK or still rough? If its OK and only stumbled when you cut the fuel to a 'good' cylinder, the problem may have gone away. Clear the code and drive!

2 Swapping coil packs is a quick job - if a coil pack has gone funky, the code will move to another cylinder with it. While you're there, check for water ingress down the holes and dry out any moisture.

3 Coil packs and plugs can be tested in combo by laying them out on the rocker cover with the threaded portion of the spark plug touching it. A quick turn over and you should see four solid sparks dancing in sequence (may require a friend to crank while you look unless you're extremely tall!) If a spark is deficient, try swapping the spark plugs around. That'll confirm whether you're looking at a coil pack problem or a spark plug problem.

4 If you've got this far without an answer, stick your nose over each plughole in turn. You should be able to smell fuel in all cylinders except the one that hasn't been getting any. That'll confirm a stuck/duff injector.
