AEM Air Intake Kit... ???

So, I have a question... I've just decided to take my AEM filter out of the car to see if it wanted a bit of a clean and I've realised it's wet. Not soaked, but wet, non the less. I have only been driving the car for a week after having leant it to a mate for a month while I moved house. It was pretty filthy too (not anymore!)

Question is, what is most likely to be making it wet? Water coming up through the wheel arch (big puddles, sh*te english summer etc) or is it running down from the plastic wrapped pipe that previously fed the airbox?

And then the next obvious question... should I consider swapping this system and custom making a PPE copy with Apexi cone? What's the likely outlay for that setup?
