VVT Sprocket

I have put a new vvt sprocket on a new cam pushed approx. 20psi of air through and it moves ok put... Put 40lbs torque on the fixing bolt in the unlocked position.
When I lock it and push approx.20psi of air through again you can here the pin fly back but the sprocket moves ok but needs a little help.

Is this normal for these new parts not to move freely due to lack of oil at this stage.

Any thoughts would be appreciated.
