Help needed to identify part

Mine is a 2001.  Apparently, this part below is in model year 2002 and later.  Do I need this?  Should I retrofit it?  Thank you.

I'd hazard a guess its something to do with North American emission controls. Best bet is to ask the question on Spyderchat - this site is predominantly UK/EU owners.
