How to repair dented rear quarters (likely from jacking)?

My car has dented rear quarter panels on both sides (NS pictured is a little worse). Looking at the area, I think it was likely from jacking the car incorrectly in the past. I couldn't find anything recent/relevant in the search :(

The only broken paint is at the edge of the arch, which I can touch up. The dent would not be very noticeable, if not for exposed sill.

1) Is it possible to straighten the panel without filler/paint? I'm looking for "better", not perfect
2) Has anyone had a similar repair done and could recommend someone in the "South"?
3) How much should I budget for?

FYI just to close the loop.

After being straight up ignored/rejected by all PDR technicians in the area, I have gone to Forest Vehicle Body Repair Specialists who have sorted it out in one morning without painting (except a touch-up).

It was a little expensive at £200 (for both sides), but I am very happy with the results
