You are correct, but I do wonder why / how/ what were the circumstances leading to its removal/ misplacement?

Yes, I wondered that. I thought that maybe it's a water trap that encourages rust maybe? It looks like it's been off from new virtually.

Correct again, in part. It does trap water, when I wash my 2, and when I'm drying the crooks and nannies and lift the engine hood it dumps the contents into the engine bay on the silencer shroud, there are recesses in that to catch the water!
( more likely to stiffen it). No rust on mine , but it has been garaged since 2011 and usually only gets wet when I wash it.
