I suggest that I the final result will depend upon the quality and thickness of the chromium plating.
Replating would give the best result but that would need to be done at Mates rates.
Polishing of metal is simply the reduction of surface scratches and so elbow grease is the major element required together with a proprietary polish.
Others, I am sure will advise on fixing material, remember that as this will be fixed to a painted surface the bond strength will be that of the paint to the base metal.
P.S. What happened to the lady' s car that was " impounded" by Mr T?
