My TTE exhausts have some sort of faded milky look to them.
They started like this

I then sprayed some surfex HD on them, let them soak and then gave them a good scrub with a scourer.
After that I tried polishing with that metal Polish that I forgot the name of.. oh it's come to me.. autosol lol!
Ended up with this :/

Was going to say autosol, but....
Personally I use autosil or brasso, however it does like the tip has acid damage ? Is the surface damaged? I have even used T cut and got a satisfactory finish.
They are still smooth to the touch. I will be gutted if they are buggered. They were dirty when I bought the car but polished up ok then

Oh and the first pic was with no flash. The other two are with a flash so look worse than they are.

Oh and are they mild steel with chrome plated or solid stainless?

Mild steel. It looks like it had some alloy cleaner used on them which etched the chrome.
I sincerely hope not.
Autosol is decently aggressive but you could try a cutting compound like G3 paste (yellow tube from car shop, not Halfords) and give it a good once-over.
Or a very high grit wet sandpaper and then Autosol to get the shine back
So is it a chrome plating? I would hazard a guess the hand car wash guys may have got some sort of cleaner on them, although they never wash my exhausts anyway :/
Will try the buffing method with a machine I think. Maybe my little rotary tool and LOTS of patience lol
