Fairly sure might car mods did a spoof on those things with some leaf blowers?
They do however make quite effective ducted extrator fans as they do flow quite well
I picked up a couple of similar ones from my local independant car parts shop. they were in their bargain baskets for a fiver each
I have them wired up on a thermostatic switch ready to be plumbed into my engine bay
