I purchased a Stoga U480 CAN-BUS OBD2 ENGINE SCANNER CODE READER canbus OBD 2 based on a thread on here. Unfortunately it is not working and will not link. Can someome please advise as to what the problem may be?

You have an MRS? If the scanner isn't JOBD it won't work

It won't work with an MR-S

Not an MR-S... it is not a Jap import and to my knowledge not a replacement Jap ECU.
