Title: MOT and tyres

My front tyre has a chunk of rubber gouged out of the sidewall about 15x10mm and maybe 4mm deep, and the piece is left hanging on and flapping about.

Will this be an MOT fail?

Not so long as there are no cords or ply exposed at the depth of the flap and no bulging. The outer rubber layer of the side wall is purely to protect the structure of the tyre beneath. It's not structural, and so long as the material of the tyre side wall is protected from the elements, you're fine.
