on off pulse?

what i am after doing is converting a twelve volt on/off toggle input into a pulse for on and a pulse for off switch (low volt)

ie when there is 12volts it pulses the switch once
 when the 12 volt is dropped the switch pulses again


the main concern is the off switching side thought
any suggestions
