Suspension Strut Top Centre Nut

Hi, can any one tell me when you should really torque down the strut top centre nut, is it:

1. Off the car with the spring compressors still on the spring
2. Off the car after removing the spring compressors
3. On the car
4. Any of the above

I've always done them on the bench after the compressors are off.  But I think option #4 probably applies....
