Blanked off pipe!

Just moved my air filter behind my battery, on my induction tube I have this small pipe (blue in pic). It's been blanked off, Should it be or should it go somewhere?

Looks like the one that goes from the inlet manifold to the solenoid that it part of the vapour control system.  Quite a few people run without the vapour control (it's an emissions thing).  The pipe has to be blanked off if the system it not being used.
