Steering Arm - Non Standard Component

Apologies for this being a bit vague - I didn't ask enough questions at the time.

During my Geo a few weeks back, the Mechanic had a few issues with a seized track rod/end, which he replaced. On collection, he was keen to draw my attention to what he thought looked like a non-standard arrangement on the steering rack. He mentioned that it looked as though there should be a locking collar of some sort, which wasn't present.
I never got to see what he was talking about - the car was down from the ramp and parked up outside when he was telling me about it.
I was a bit worried - but he said he'd loctited everything in, was happy it wasn't going anywhere.
I forgot about this until looking through my paperwork today, and found his invoice again where he mentions this(see attached).
I had a look on Toyota-tech to see if I could figure out what he might have been talking about. I found M_SR_032 - Power steering gear components.
Still not 100% sure, but looking at the diagram and given he was changing track rod and end, I think he may have been trying to tell me that the Snap Ring and/or the Cylinder End Stopper is missing (Page 2)

I'm looking for a technical opinion on how concerned I should be about this, and what kind of priority I should give this.

I don't fancy a failure in the steering department obviously - not with the enthusiasm I give it - and I don't really know any better, but loctite doesn't sound to me like a proper substitute for locking mechanical components.

There is another possibility - I also had the lower steering UJ changed by another mechanic before he saw the car. I did wonder if it was possible he might have been talking about the Rack Housing Cap or Rack Guide Spring Cap/Cap Locking Nut.

Same question, if it any of the above - what's the priority here?

From that description, the only think which springs to mind is where the lower joint attaches to the steering rack splines. Is there a bolt present where it attaches?

Thanks for reply - I'm pretty sure that bolt will be there, but I'll check. The local garage who did the UJ got the UJ with the bolt on it, and I'm confident they would have both seen the bolt and tightened it after putting onto splines. But, I'll have a look anyway.
The guy who did the Geo said this was something to do with the steering rack. Looking at the diagram, it just looked to me like the snap ring and cylinder end collar for the steering rack were the bits that seemed to match closest to his description.
I'm conscious I can't put copyright material on here without getting us into trouble. I'll attempt a sketch of what I saw on the diagram, and post this evening.
Don't know if it makes a difference, but mines an FL

I think the steering arm is the bit on the upright that the track rod end pushes and pulls. Normally integral with the upright/hub.
It sounds to me like they've used loctite where they'd expect some other mechanism to prevent a fastener coming off - a split pin or   Lock nut etc.
Can you get a photo of the track rod end and hub?

I'll try and get a photo - won't be tonight - but until then here's a sketch of what I think he was on about
EDIT-think it'll all be behind a boot, not sure I'll manage to take a photo

Is it worth just phoning the garage to speak to the mechanic and ask what he meant?

Yeah, absolutely. But,  difficult to get time to do this,  my work is manic right now I'll be pulling 12 hour shifts over Easter weekend and next week, and I can never get the guy on the phone at lunch. Not using the 2 right now because I'm away from home. Tried looking last night, pulled frunk plastic but still can't see. But he spent a bit of time describing what he was on about, and I remember his description and it sounds like what I drew.   I just chanced my arm on here first to see if anyone knew off the top of their head. My mot is due 11th, I'll ask for it to be checked then by local garage

Are you sure he didn't mean the nut and clip shown towards the left hand end of your drawing just holding the track rod end in position? Presumably that's all he would need to be looking at to do the geo.

Possibly, but he did also have to replace a rod and end though - see the receipt attached at bottom of thread
