Engine Lid (hood) release mechanism not working?

Team - undone 2 bolts to remover mechanism and had another pulling cable .. springs are pulling back but nothing else moving ... So lever that I presume moves aside to allow hood top to close not opening - any thoughts?

I had a similar issue and found I had pinched the cable under the carpet with the seat bracket when putting them back in.
Don't suppose that's an option?
