How does the horn work?

I had my steering wheel leather covered and refitted a few weeks ago. I have just noticed the horn isn't working properly. Yes should have tested it at the time but didn't think about it. If I press the horn push square on in the centre it does nothing. If I press it around the edge of the airbag cover it works. I want to correct it before the MOT but taking it back to where it was done is not just 10 miles down the road.

How does the boss cover come off?
What would be causing it to not work across the whole range?

I'm not sure there is a problem, having just checked mine, operates the same. Dead center nothing, or at least only with light pressure, same pressure on the peripheral 3 spokes. Beep.

Edit.
The pad is secured by 2 torx type screws/bolts.

Just as a word of caution. This forms part of the supplemental restraint system. Best to follow the correct process to avoid inadvertent deployment of the air bag.

It's possible it pivots at the centre and is probably by design due to the airbag being there. Mine does the same.

When I changed the steering wheel on my Smart, I disconnected the battery for several hours beforehand.

Sounds like I need to go and try it again. I rarely use the horn in any car and a few days ago I went to use it pressed on the toyota badge and nothing. Ill try it again later today and report back how it does or does not work
